    Windows restarts when I shutdown


    OS: Windows 10 1709

    CPU: Ryzen 2700x, stock

    MB: ASUS ROG B350-I, with most recent BIOS

    The issue is that when I click "Shutdown", my computer restarts instead of shutting down.

    I have tried disabling "fast startup", and "automatic restart" upon system failure, updated all my drivers, but nothing helps. Event viewer does not have anything noteworthy. There are some warnings about the bluetooth and lan devices, so I disabled them but the problem still persists.

    This problem of restarting instead of shutting down only happens within ~5 to 10 minutes of powering on my computer. So if i power on my computer, and click shutdown immediately or within 5-10 minutes, the computer will not shutdown but restart. However, if I use my computer for longer than ~10 minutes or so, I can shutdown no problem.

    Some interesting troubleshooting events. If I disable "automatic restart" upon system failure, when I shutdown, the computer does not restart actually. Instead, the screen turns off, and the OS turns off, but the motherboard is still on, and all fans continue running. The only way to start up again is to hold the power on button on the chassis to shutdown and then power on again.

    3) Open administrative command prompt and type or copy and paste:
    4) sfc /scannow
    5) dism /online /cleanup-image /restorehealth
    6) chkdsk /scan
    7) When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread

    8) msconfig (in the pop up system configuration > move the dot from normal startup to selective startup > un-check load startup items > click service tab > in left lower corner check hide all Microsoft services > in the lower right side click disable all > click apply or ok > do not reboot)

    9) taskmgr (in the pop up task manager > click on the start up tab > click on status so that the column sorts with enable rising to the top > right click on each row with enable and change to disable)

    10) shutdown /r (you will reboot the computer so that it is in clean boot)

    11) Evaluate the performance on your computer in clean boot during typical use.
    a) Are the boots faster or slower?
    b) Are shutdowns behaving as shutdowns?
    c) Or are the shutdowns still behaving as restarts?
    d) Are the shutdowns faster or slower?
    e) Continue using clean boot indefinitely to monitor performance.
