user account dialog always minimized on one system

I have 2 win 10 pro systems, a desktop and a laptop. There are several programs I run which require a confirmation from the user account dialog, such as backup programs and information programs, like cpu-z.

On the desktop, this dialog appears as a full screen message. However, on the laptop, this message is always minimized and I have to click on the icon in the taskbar in order to bring it to the front.

Is there a setting that determines which way this dialog presents itself? Why would this be different on the two systems?

The only thing that ought to make a difference does not match your description - if UAC on the laptop is at its second lowest setting [Control panel, User accounts, Change user account control settings].

Thanks, that does change it a bit. Also 1803 seems to have made a difference. I would also get the issue when trying to run something as administrator, like the cmd prompt window. That's resolved now. Maybe it had something to do with the "dim the desktop" setting. Anyway, it's not happening all the time anymore.
