Windows 10: Won't turn on

    Won't turn on


    I have an HP Pavillion 23 AIO, It won't turn on, I don't think I hear fans or any internal noises. The LED on the power brick comes on but the output is 14.5V instead of 19. Before I purchase another power brick, I want to make sure it is the cause, so would a 5V difference cause the computer to not even boot?

    My vote is yes.

    That is twenty five percent below expectation. That would be like a 120v TV running at 90v.

    I am not sure abot laptops/AIO's, but for ATX power supplies the ATX Standard is +/- 5%, or 18.5V in your case.
