    Start Menu Layout will not save the changes


    I just did a clean installed of Windows 10 (1709) and as I recall, this happened to me a while back as well when the Start Menu Layout will not save the changes. So when I Unpin all the apps from the Start Layout, it will not save the settings even after all the updates and numerous reboots.

    When I installed Windows 10, I first created myself a local Admin account to install and setup a few things and then after that, I created myself a local Standard Account. Both accounts have the same issues.
    Why is this happening? Like I said, I remember that I had the same issue, and another reinstall fixed the problem. I have not set any policies or anything like that. So when you look at my image, I managed to Unpin all the apps, but after a reboot they all come back...

    Update - I had created another User account and under that account, the start menu layout seemed to be saved even after rebooting. And plus, I recreated my Admin account that I had by removing it and creating it again and seems that it is Ok now.

    Why is this happening with the Start Menu Layouts sometimes?
    Does it tend to get corrupted during setup of Windows 10 or does the user profiles get corrupted?



    Please help.

    Its still not saving the Start Layout Menu.
    I unpinned all the apps from the Layout, and after a next reboot all the default apps are re-pinned...

    This is nonsense.

    Maybe the issue is that I have two accounts?
    One Admin and one being my Standard account?

    What if I unpin the apps from my Admin account?

    This still does not make sense, because each user account can modify the Start Layout menu.
