How much is the computer worth to you?

Can someone keep me from chucking this thing in the dumpster?
That is, how much loss would you suffer by chucking it out?
Versus, how much would you spend to have it fixed?

Just take it to a shop and let them fix it. Maybe $100?

I don't care if I lose everything on the drive. Iat this point I am just trying to install a clean copy of Windows 10.

Thanks, zbook. All I can say is WOW. Before pursuing your recommendations let me tell you what I have. I can load the Windows Media Creation Tool on an USB. I can select my OS. Next screen, shows my HDD partitions. I see my original Windows partition now labeled Drive 0 Partition 12 461.3 GB free Primary.

When I select it and click next I get a dialog box, "We couldn't create a new partition or locate an existing one". I see the "NEW" option, but it is grayed out. I have tried everything from deleting that partition to reformatting that partition. Nothing will get me past this point.

It is a small blessing, but I am happy to see the Windows Installation program on screen. Beats the black screen
Are you deleting all the partitions and not just clicking on them?

    Poor Pooch!
When I do a clean install I always delete all partitions on the drive then then do the install. I don't do a format. I let the installer handle making all the partitions.
Boot into Setup (Bios) go to the Security tab. If Secure/Fast Boot is Enabled, using your Enter and Arrow keys, Disable it or change it to Setup Mode.
Go to the Boot tab, If UEFI Bios is Enabled, change it to Legacy or When you create your installer with Rufus, Under Partition Scheme, take the drop down and choose GPT Partition Scheme for UEFI when creating your installer.
Boot off of the newly created drive choose your Language, then Custom Install. Here DeleteALL Partitions so the whole drive is Unallocated Space, then go Next. Windows will create partitions and format them during the install.

That did it. Somehow all those partitions were keeping me from moving forward with the install. Once all were deleted, everything installed as it should have. Simple solution. Thank you.

You did, but you did it the Jeopardy way...you phrased your post in the form of a question, not a statement.

    Post # 2 is not a question. Post # 13 is a question.
