The computer's Windows advanced troubleshooting menu has startup options.
The iso advanced troubleshooting menu does not have startup options.
The startup options are needed for the safe mode with command prompt to turn off Windows driver verifier.
The command prompt command can also be used.
Using system restore allows recovery from using Windows driver verifier however many times the system restore leads to a loss of the dump files. If the dump file is lost there is no debugging and little progress is made in the troubleshooting.
See if you can perform any of the steps in the link to open the computer's Windows advanced troubleshooting menu so you can open startup options > safe mode with command prompt > type: verifier /reset

The link only describes being taken to Recovery Options once a BSOD has occurred, i.e. the BSOD will force the Recovery Options to start, but in this case it is crashing before we even enter Windows with no BSOD, therefore the only way to get into Recovery options in this instance is through the ISO...

I see that we can start Recovery from within Windows settings.

I ran Verifier and "deleted existing settings". What are we doing next?

Edit: I ran verifier /reset and it said "no settings were changed"

I've got BSOD with driver verifier ten forums version. BSOD as soon as Windows boots. None of the command prompts to turn verifier off are working and I'm continuing to get BSOD when Windows starts. There is not enough time in Windows to do anything before the BSOD occurs. Looks like system restore may be the only way back...
