Unable to download anything from Windows 10 Home App store :(

Hi,
I bought a Dell inspiron I15RV laptop 2 years ago.
It had windows 8, i upgraded to windows 8.1. The store was working fine. I was able to download apps and games. But unfortunately, few months ago my store stopped working. I tried almost everything but reset the computer. I did the wsreset.exe, sfc /scannow, restart the pc, etc but those didn't fix the issue. Even when I went to microsoft forums, the webpage does not load properly. I thought upgrading to Windows 10 home might fix the issue. So I upgraded. But still, the issue is persisting and I'm unable to download apps and games from windows app store. And also the microsoft forum pages don't load properly. I am attaching some screenshots so that you guys can understand it better.
One more thing, I have waited like 3 hours and it is still showing 0.0 mb downloaded in the app store.

It looks like you are running some script blocking addon that is causing parts of the page not to load.

The image for the website is not loading the css / javascript file check your browser settings to make sure you have allowed javascript.

The app store is under very heavy load what with the release of windows 10. I have the same problem some times apps downloads sometimes apps wont.

Just to be sure check your firewall settings to make sure the app store is not being blocked.

I have checked what you said, everything is OK. My windows defender and firewall is turned off and I'm using avast. I checked and it was not blocking the app store.
