"How do you want to open this file?" Loop

Hello people that are smarter than me in computer issues.

So I've been trying to solve a looping issue on my teacher's computer for a couple hours now. Whenever I try to open a .jpg or .png file from File Explorer, the How do you want to open this file page pops up. Naturally, I select Photos and this is where the issue begins. The window disappears only to come right back with NO error message. I've looked in the settings, and it's already set to Photos as the default. Resetting Photos didn't help. I also tried Importing the folder to Photos and that sort of helped. Going back to File Explorere, one of the folders with 1 photo in it suddenly started opening just fine. All of the others in the other folders were still looping.

These photos upload just fine to Photos and opening the pictures directly from the app works normally. The only roadblock is opening from File Explorer.

I think it is also worth mentioning that it is a newer Samsung laptop this issue exists on. Do you guys know if it's a OS issue or a software issue? Maybe even hardware?
Sorry about the disorganized text. Just spewing out what comes to mind.

    Thanks for the help!

Right click on one of the photos. Go to open with. Even if Photos is listed, click on choose another app. From there, select Photos and also put a check mark on Always use this app.
