What version of Windows do you have? Controlled Folder Access was introduced in version 1709, the Fall Creators Update.

Use Winkey+R and run Winver, it will tell you your version and build number.
The latest version is 1709, os build 16299.334.

I can set an alias in the hosts file on a win7 machine and access it just fine but doing the same in Win10 prompts for creds that never work even when entered correctly.
What did win10 change?
