I'd ask them why. If it's because 'other people have had problems' I'd point out that I'm not 'other people'. If it's because 'other people have had problems with similar equipment' then that's a valid reason. And if it's because "you don't need to right now" I'd say that that's my decision to make.

There are valid reasons why a tech might say "wait". None have been mentioned but it's also possible that the tech didn't mention them to the OP. Find out what the reasons are. If you don't like them, *then* find another tech.
If the tech company is saying "other people" meaning it is for equipment they are working on "for other people" -- then FIRE THEM IMMEDIATELY! A competent IT professional should be able to work through any problems.

The sluggishness is possibly down to overuse of the provider. I am on 159+MB broadband (measured up to 179) and I hve noticed that it dropped by nearly half during the school holidays, kids online downloading music by the ton and online gaming no doubt. When they went back to school, the rate rose dramatically. Weekends is the same. I know this should not be happening, providers should allow for the 'major' usage periods, but I dont think they do.

My provider (Virginmedia) do have server monitors which record usage on IPs. If a person 'overdoes it'. then the provider issues a 'slow down mate'.
