Hello Chenzo, :)
In that case, you might see if running a SFC /SCANNOW command may help if corrupted or modified system files may be at fault.

Does not work.
The screens I see when I follow the instructions in the link don't match the screenshots in the tutorial. I used the proper drive letters which in my case is C: for the boot drive and E: for the system reserve drive. All my programs and personal files are installed on the F: drive. No windows files are installed on the F: drive. The scan didn't even run as far as I can tell.
Thanks Brink. I thought Chenzo was also trying to get the settings back on the start menu. Well, your Win+i was the key I searched for 2 days, Once in personalization, I put ém back on and no sweat... sign off, reboot, and there they are. And what made me mad was that I personally fickle fingered 'settings' off the menu along with others that I DID want to remove. I'm pretty happy with Win 10 after 3 days. I decided to put it on, after the great and noble MS announced with some ceremony that my original Samsung Win 7 which came with the computer was invalid, turned my screen backgrounds to black, and shut down the updates of Security Essentials, (if that is the wrong name, it's their Win 7 defender). Well, you didn't ask for all that. Thanks again.
I tried it all bro. 4 pages of links and scans. All of it tells me everything is fine but it took 2 restarts to get things right this morning. First no settings button. Then no start menu at all. Click on the start button and all it does is blink. Third time everything loaded fine. I have tried shutting down everything I have set to start with windows (Mostly A/V and A/M software) and it still happens. (Avefenix, no I did not select the option to hide the settings button) I knew about the Win=i combo. Handy but again, I shouldn't HAVE to use it. The darn thing should just load correctly. Also got the, "Cortana could not load" Popup yesterday. Loads of fun. Took 3 restarts to straighten that out. Funny because I have Cortana shut down. She never loads. (Somebody just shoot me)
Chenzo,
In that case, you might consider to refresh or reset Windows 10.
Refresh Windows 10
Reset Windows 10
OK so I have 3 systems. Two of them took the latest version update well, the third would not. Other people have been having problems also.

I tried everything suggested nothing worked. Finally I DL'ed an ISO and did the update from it. Seems like that did the trick. Everything is working OK for now. Was more like a full install than an update.
The Start Menu customization tab which was included in the, "Taskbar and Start Menu" appilet you get when you right click the taskbar and choose "Properties" is still missing, which is the original problem I was asking about before I got out on all this other stuff. Don't know if this is the way is should be.
Once again, Thanks for the input.
