Can you open Elevated Command Prompt from Command Prompt?

I have read everything I can find on Error messages regarding looping of Preparing to Repair.
I can not open my computer to Windows...it never loads. I started experiencing problems a while ago. Finally, I would be able to get on line, but only for about a minute before it froze up.

I am trying to do a Repair using Command Prompt because that is the only option I seem to have left. But regardless of the command....sfc /scannow or anything else...it won't go there...because it is not recognizing me as Admin.
So...my question is as the title says: Is there a way to open elevated command prompt from command prompt?

Thank you so much! I can put in an admin in Set Up....correct? I'll give that a shot. Thank you again! I'll let you know how that works out.

I am getting a message that says: 'runas' is not recognized as an internal or external command...

at command prompt it says x:/windows/system32> How do I get to C:

at the top of the command prompt it says:
Adminstrator: X:\windows\system32\cmd.exe

How are you able to reach the Command Prompt option?

Since you cannot boot into Windows check

Two consecutive failed attempts to start Windows.
Two consecutive unexpected shutdowns that occur within two minutes of boot completion.
--- Two times usually work but there have been times when I had to do 3 times.

I appreciate your help. I don't seem to be able to gain access to anything except the command prompt. Could you please explain to me how to access the windows 32 folder?
