    Black Screen on startup

New Dell XPS8920-7107-SLV-PUS starts with a Black Screen (no Dell screen) for about 40+ seconds. Screen then comes up to the "spinning circle of ball" and the "Please Wait". Everything is normal after this.

The total time for PC to fully start and being used is about 70 seconds.

Any ideas how to get the black screen NOT start.

    Thanks for any help.

    Hey Uffda,
Appears your system has an AMD/ATI Graphic Card. You can try turning off AMD's Ultra Low Power State.

    Open Regedit
    Search for EnableULPS
    Change EnableULPS value to 0
    Reboot PC

    Note: Do not change EnableULPS_NA

Hello, Many users are having the same/similar problems & if you can log in either normally or via safe mode the solution is to turn off use sign-in info to auto finish setting up device after update or restart in Windows 10.
For Windows 10 (Version 1709), select the Start button, select Settings > Accounts > Sign-in options, then make sure Use my sign in info to automatically finish setting up my device after an update or restart is turned off.
For previous versions of Windows 10, select the Start button, select Settings > Update & security > Window Update > Advanced options, then select the check box next to Use my sign in info to automatically finish setting up my device after an update.

In case the above steps do not fix the black screen perform the following steps:
    1) open administrative command prompt and type or copy and paste
    2 )sfc /scannow
    3) dism /online /cleanup-image /restorehealth
    4) chkdsk /scan
    5) net user test /add
    6) When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread
    7) shutdown /r
    8) sign on with the new user named test
    9) report into the thread whether the new user does or does not have a black screen problem.

    10) If the black screen occurs with both users reboot the computer into safe mode:
Boot into Safe Mode on Windows 10 Performance Maintenance Tutorials

    11) report into the thread whether the black screens occur or do not occur in safe mode

    12) run this version of the log collector and post a zip into the thread:

zbook - I went to run/msconfig/boot tab and checked start in safe boot. closed down and PC restarted but now I only get a black screen that does not open anything. It's been over 10 min since I tried (for the 4th time) and still only black screen. I did try to start with a Reflect rescue disc - same story.

Any suggestions to get back to "Normal"?

    Thanks
