Why are these P and U file attributes suddenly appearing?

    One of my PU files is not desktop.ini .

    -----------------------------------------------------------------------
    In a graphic file I have more information about attribute M.
    Attempts to upload all result in: "You do not have permission to perform this action."
    Well that option is enabled in this form in which I am typing.
    And how does one become worthy?

    You are really unclear here. What file type? How was it created? Same behavior in other files of the same type? Upload to where? Method for "uploading"?
