Hi Clint.
While I don't have a specific fix for this event please ensure the correct drivers are installed. By that I mean occasionally Windows won't id a device correctly and will load generic MS drivers. I would check with your Vendor site and get the proper supplier name for the device and ensure that driver has been install.
As an example, you might see that your display driver in device manager is using a generic Windows driver yet on The Dell site it says Intel Display adapter.
I would also see what Dell has in the way of system diagnostics and would look into running some of those.
Before any diagnostic work is performed please ensure you have a full data backup. You might even consider having a System Image backup. Stuff happens.

This started when I installed a 4 port USB 3 PCIe card. I have tried 3 different cards from 2 different vendors. The vendor says you don’t need a driver for Windows 10. Windows will install the correct driver. They only have driver for Windows 7 and 8. I have installed new chip-set drivers from Dell and did a BIOS update. I have switched slots with no fix. The cards work OK in my other Dell PC. The ports work OK. I have external HDs plugged into them.
Please clarify: Are the cards the same in both PC or were the cards swapped to check the performance in each PC?
Is it a performance problem or is it at this time only an event viewer finding?
What were the results of the Dell diagnostics?
