apparently that is what happens when you try using a pci 3.0 video card in a pci 2.0 slot.....
You can put a PCIe3.0 GPU in a PCIe2.0 slot, no problems at all. You can also put a PCIe2.0 gpu in a PCIe3.0 slot, no worries there.

I think your issue is that you did not uninstall the previous GPU driver before swapping out the cards. To get rid of all GPU driver traces you need to boot into safe mode and uninstall the old driver from there, and at the same time you should uninstall the new GPU driver too, for a fresh start.

When you are back into normal Windows booting mode, it is very normal that Windows takes it's time to configure things. While this happens, usually Windows is quite unresponsive.

You can also use DDU ( Display Driver Uninstaller), to fully uninstall an existing Driver, and can often get rid of those odd remnants, that a regular uninstall misses (even in Safe Mode on occasion), that often cause the problems

Wouldn't think that was possible, but I'm wrong again.

Makes sense about the driver. I take it doesn't discard the old then. One would think the system would read the new card. He has it marked solved, but wonder what he did.

Wow that is a very interesting lock screen wallpaper....
Is that a MS wallpaper or custom?
Please forgive me for going a little OT but I couldn't help myself.
Not entirely OT, it may help to know that the image is a stock image, almost certainly delivered by Windows Spotlight. Original image is here:

I though it was backwards compatible?
i went ahead and tried it again, putting the pci-3.0 into the pci-2.0 slot and then reloaded the OS. that seems to work fine (so far anyways).

apparently, my big mistake was i should have first booted in safe-mode and then removed all the video-drivers for the old video-card, then swapped it out for the new one.

so there is pci-2.0, pci-3.0, etc and dvi-I, dvd-D, etc. and then there is directPort, hdmi, etc.

should i confess i sorta miss the old simple vga days?

Glad that worked out for ya. :) It's ok to miss the simpler things. I kinda miss XP (don't tell anybody....)

And don't forget that DDU utility for totally eradication GPU drivers, it could come in handy. Nigel posted it
