After Reset, Cannot get past "Link your phone and PC"

Have a Lenovo Notebook. Had Insider Preview 17063.
Needed to do a Reset and now its stuck on "After Reset, Cannot get past "Link your phone and PC".
I send a text to my cell phone and when I click on it, it opens to Edge browser app which was already installed.
I'm signed in to my Microsoft account and there's nothing directing me anywhere.
PC meantime sits there with the Link to......"
I've used the Lenovo restore to factory and still have the same thing after it starts loading.
Haven't had any luck with the Microsoft W-10 forum. Appears I'm not alone.

Can after full reset - Microsoft Community

So far striking out with Lenovo also.
What bootable app can I create that will allow my to view the Product Key. If I get that, I can install from the latest .iso and hopefully avoid that start glitch.

Make sure you do not have any external USB Mass Storage drives attached to your computer, like your Phone.
You can download Belarc Advisor or Magical Key finder to view your Windows Product key.
Your product key should be installed in the Bios and you should not need to input it. if you download the Windows 10 ISO 1709 and burn it to a USB Flash drive with Microsoft Media Creation tool or Rufus, in my signature. You can boot from that, choose your Language and choose Repair Your Computer. If that still fails. then you can do a Reinstall.

    Hi Spunk.
    Nothing attached.
The PC is not operable. It can't get past the "Link.....". Familiar with Belarc, Magic Key, Jellybean, all Nirsoft.

Have and use Rufus. Have iso loaded.

Can't boot from a USB. Changed Bios Boot settings; ie, disabled secure etc.

Trying to do a Lenovo reinstall using their boot.
Install starts and gets past Country, Language, etc. and arrives at the "Link ...." where I'm dead ended.

    Hi, Spunk
Finally got it by bypassing the Microsoft account and setting up a local account instead.
    Thanks for jumping in.
Problem is stored for future reference.
