Recent windows 10 update - restart loop can't boot

After a recent crash, my windows 10 does not load properly anymore and instead is stuck in an endless restart loop (system repairs etc does not work). I have also formatted one of my hard drives and did a clean install from a usb and the same thing is happening. (To clarify, both my old windows install and my new windows 10 install on a clean hard drive are having the same issues).


What it does: after the spinning dots, my monitor will become covered with white dots, which will disappear, being replaced with less noticeable red dots, and then eventually the computer will restart.


I read about the AMD stuff with the newest patch, but my CPU is an INTEL i7 (4770 I think?).


Details about the events:
I can't really provide any details about my problem since there is no error message and my computer is now dead so I can't give you the update number. I do know that I installed an update maybe 2 weeks ago, but that update keeps failing to complete (requires restart but never works after a restart). In the past few days, I started getting freezes while gaming. The sound would get stuck along with the computer and I would have no choice but to restart. This morning, when I restarted for the 3rd time (?) since this started happening, windows would not boot. After the loading screen, a pattern of white dots flash before going black and my computer restarts after a while (maybe 2 minutes?).

I did a clean install after formatting one of my new hard drives, but the same thing ended up happening. The install was by all accounts successful until Cortana decided to check for updates. I was able to do all of my preferences and stuff, but after Cortana does the updates and restarts, I get the same bug I was experiencing on my old system. For reference, I did a clean install using a usb stick with the media creation tool I downloaded this afternoon.


Is there anyway for me to install an older version of windows 10 without it automatically updating to the newest stuff?

Windows home and windows professional have different options for upgrades.
Consider ruling out hardware problems first.
A bootable windows 10 iso can be created using the Microsoft website. This will be for Windows 10 version 1709.
There are other websites where you can create Windows 10 iso and install 1511, 1607, 1703 or 1709.
If you know for sure that the computer will work fine with an older iso then you could install the iso and test the computer's hardware.
If all pass then you could attempt an upgrade.
If there is a hardware problem you could then get that fixed before the upgrade.

Um you seem to have misunderstood my problem. I'm not looking to upgrade or to get 1709. It is update 1709 that is causing the reboot loop. I need a way to get an older version of windows 10.

Re: specs, is there some way for me to get them through bios? I don't have access to the regular channels because my OS is broken.

Re: ruling out hardware issues, I'm quite sure it's not a hardware problem. I have successfully installed win 10 from usb a second time, and this time I did not connect to the internet. It worked fine until I connected to the internet, at which point auto updates kicked in, caused a restart, and the reboot loop started all over again.

Is there a way to disable auto update? My usb drive already installs to version 1709. Is there any place I can grab an earlier version to install?

Graphics card nvidia 660 ti
16 g ram
3 hard drives (2 tb, 1 tb, 250 mb ssd)
Corsair H60 cpu cooler

There are many people that may have an interest in your thread.
Make it easy for everyone to find the information in the "My Computer" section.
People will not want to scroll through every thread to find information that could be in the "My Computer" section.
See if you can find the make and model on the computer case and find information to post into the "My Computer" section.
If you make it easy for someone to view the information there are people with a lot of knowledge that could make useful comments in the thread.

If there is a mechanical off use this method to turn off wireless.
Disconnect etherent /cat5e cable.
Turn off router.

Once you get the older iso installed run these tests:

1) Open administrative command prompt and type or copy and paste:
chkdsk /xx /f /r C:
This may take many hours so plan to run overnight.

C:\Windows\system32>chkdsk /x /f /r

Chkdsk cannot run because the volume is in use by another

The testing is done not by time but by passes.
The more passes the better.
There are a significant number of false negatives if fewer than 8 passes are made.
A false negative is a pass when there is malfunctioning RAM.
Memtest86+ version 5.01 testing takes approximately 1 - 2 hours /GB RAM
Just 1 error is a fail and you can abort testing.
Then test 1 RAM module at a time in the same DIMM each for 8 or more passes.
In case the duration of testing it too long you can test 1 RAM module at a time in the same DIMM for 8 or more passes. If testing is done in this fashion it will not be able to test the multi-channel functionality of the motherboard.
