I have 2 WD Blue HDDs, 1 and 2TB and they don't do that, they are always on. That, being a laptop I would look at HP's utilities and power saving options, it may be overriding other settings.

Nothing out of ordinary but it's also easy to notice if they are cycling. There's noticeable delay when accessing them if they are stopped.
I know what you mean but I'm not noticing that. Just a little click after 8 seconds of idle disk activity. I can't hear any spinning up/down. I'm not the only one reporting this, there are endless threads/blogs etc on the internet. (appreciate your replies BTW, just seems there is no solution!)
Could be only heads parking without actual shutdown. As I said before, could be just some HP's function.
If the external drives are only used on occasion, like backups and such, just unplug them when not in use.
