Let me guess the useless sfc /scannow said "Windows resource Protection did not find any integrity violations".

If you do a repair install it will bring back ctfmon.exe and then you can really disable it without deleting it using Ultimate Windows Tweaker look under performance, disable tablet service then reboot.

Or you can copy them manually from the ISO. You would then have to correct the authorities but you could I suppose. If you want to, check the authorities, copy them and then change the authorities back.

DSIM does this automatically if you specify the source.

As repair install takes 20 minutes and DSIM roughly the same (sometimes a bit longer) I'd not bother trying to do it manually but if you want to, go ahead :)

It is pretty easy - download the ISO from Microsoft, double click on the ISO to mount it and then click on setup.exe and follow the prompts (just say "Yes" to everything).

There is a detailed tutorial here: Repair Install Windows 10 with an In-place Upgrade Installation Upgrade Tutorials

As for doing it manually you'd need to get the ctfmon.exe (and ctfmon.exe.mui) from the ISO (or C:\Windows\WinSxS perhaps) and copy them to C:\Windows\System32. You'd then need to change the owner to TRUSTEDINSTALLER and set permissions same as other things there (full authority for TRUSTEDINSTALLER, read/execute for other groups). The problem is (apart from it being time consuming) that ctfmon.exe may not be the only missing thing. You might do it then find something else is missing, then something else, and so on.

I think repair install would be easier, quicker and more reliable. I do them quite often as I break things quite often with my ill -advised tinkering :)

Not really possible, the version you require depends on precisely which build you have. You have already been told that an in-place repair is the easiest way to restore it, along with anything else that may be missing. Why are you reluctant to take this advice? You'll keep all your installed apps and files.

sure I can help you. although I must say, very foolish deleting system files lol. Before removing any suspicious processes in TM always google them

Did you know that you can download DLL files and other windows files online? its pretty awesome. try this: ctfmon.exe File Download Fix For All Windows OS

if not what windows 10 version and is it 32 or 64 bit

Yes what he said. you can try to boot into recover and reset. you will lose all your apps but any files you have will be safe. you would just have to download apps like chrome again. you just have to make sure to click (keep all my files)

If you are still having problems I can host a TeamViewer session so I could have a look at it.
