Profile problems?? No live tiles and no windows 10 app store

I've recently had big problems after a failed windows 10 update (1709) which necessitated a clean reinstall of the OS (not performed by me). I've just now got my computer back only to discover that I no longer have live tiles in the start menu (news, weather etc.) and no icon for the Windows 10 app store.
From what I've read online, this is probably due to my account profile, and that I should set up another account in order to get the live tiles and app store link back. Can someone explain the procedure?
    Thanks.

    Hi.
Please follow the steps @zbook posted for you in your other thread.
PC will no longer boot after failed installation version 1709 - Page 2 - Windows 10 Forums

That is the best place to start. :)

Thanks simrick. I'll follow those instructions, even though they seem terribly involved for what is probably just a problem related to my user profile (I'm pretty sure that the technician who got my laptop up and running did all sorts of system checks; he had my computer for a couple of days!)

Create a new user and if it works correctly copy the files to the new user account and delete old one

Yes, he could try that. But he shouldn't be having these problems on a clean install - if it really was a "clean" install.
