MSI desktop gets to the boot screen and doesn't load, shuts down after 15 seconds... sometimes nothing will appear on the monitor...

Does it fail at the BIOS boot screen or Windows startup screen?
If the former, then first try replacing the CMOS battery, reset the CMOS and load the BIOS defaults.
I let it sit turned off overnight.... Still same results
Have you been overclocking your GPU, and telling the software to run it at boot?(like you can with Afterburner?
Is it possible the OC was to high, and just crashes Windows at boot, or maybe just no graphics?
I'll buy a new one and see what happens. .. then start saving to do a threadripper build
Does your motherboard have an embedded Intel GPU? If so, remove the NVidia GPU and see if you can boot using the embedded GPU. That will confirm if the NVidia GPU is suspect. Also, check the separate power cables to the NVidia GPU are secure. There is a trick of baking faulty GPUs in the oven which might just rescue a dodgy GPU.
