Sure, they always try to blame someone else. I doubt that will solve anything in the long run. You will be forced to go to Creators update eventually anyways, so the issue should be solved another way...

But I'm still here and I'll keep investigating, I recorded an .etl performance track, I noticed a latency spikes in the GTA.exe process, analysing the GPU queue you can see there's no packets being processed, there happens the stuttering / image freeze:

Just for kicks since you tried everything else, try DXTORY software. I had one game that would stutter all the time. I tried this and it works perfect. It does several things but the only thing I checked was the frame rate. I selected to force the framerate to 60 fps. Worked for me anyway. My system is newer than yours and still got stuttering in that game until I installed that software.
Actually I had the stuttering no matter what hz I ran the monitor at. Nothing I did corrected the stutter until someone suggested that software that forces the frame rate to whatever you assign it to. 60 fps just happened to fix that game. None of my other games were ever an issue though.
Have you read about Rocket League? I'm getting 250 fps without Vsync, never go under 180~, why would the Vsync makes my fps unstable and cause that occasional stuttering? Also GTA V is giving me some random freezes even when Vsync is disabled, also when the stutter occurs it will not be recorded as an fps drop
I calculated your I5-6600K and 1060-6GB you have 8% Bottleneck which is pretty good
You get any other GPU higher than that one you will experience a higher bottleneck
