can't run Dungeon Keeper 2 on Windows 10

I'm trying to play an old Windows 95/98 game on my new Windows 10 laptop.

I've installed it but when I click Play I get the do you want to allow this app from an unknown publisher to make changes to your pc* popup. I say yes but it loops back to the game's start up window with the Play, Install (greyed out), Uninstall, Re-Install, etc options.

I tried the Compatibility Troubleshooter but end up at that same * popup.
