There are 5 million free copies, until the 5 million is reached or the ultimate edition is released the game stays free.
The ultimate edition would've been released yesterday, but release has been delayed.

Sure...They're giving away The BASE game due to lack of players.

They have been ripping off players by making every update a DLC.

That's why it's called DLC not update. Update is usually to fix bugs and improve user experience. DLC is an optional new game pack if you finished and got bored of the old game. You are not forced to buy it.
