Alright, so disabling the gamebar and background apps didnt solve the problems.

I had a similar issue, and realized I was using the Beta version of steam. I disabled and the issue went away.
I have tried using both the beta and stable version of steam. I get the same problems with both versions. Anyway, its an old topic, but im currently trying to get in touch with steam to see if they can solve the problems. I have a feeling that its a problem with their program. If anyone has a solution to some of these problems, please let me know.

Under Steam you'll find "Settings (click)." Then go to "Downloads." Look for "Clear download cache." Now clear it.

I was having the same problem, but tried this method and it worked. Steam will restart and ask for credentials, but it worked nicely. Everything is speedy.

I have tried it already. Steam loads way too slow compared with all my other programs. Steam support has been pretty much useless.

Tried that already. Steam loads 15-20 seconds after all other programs have loaded.

Steam support has been useless so far in the correspondence.
Sorry to hear that. Wish I could have helped.

Well, its not your fault. Steam support was less than helpful. They said it wasn't a problem with steam, even though lots of people have reported similar issues.

Its not just memory but storage speed as well.

Steam itself is on a 960 pro m.2 drive and the games are on a 850 evo. It usually takes a couple of seconds to load.

Sorry if I state the obvious here -- I didn't read through this thread--, but have you tried to re-install Steam?

Have you tried the latest Windows build (1803 April Update)? 15 seconds is normal and within margin. There's definitely a delay on Steam internally when having it on auto-start with Windows. What's not normal is for it to ask you to log in when it should do it on its own. Have you verified the machine with your Steam account? And double checked if there's no UAC or anti-virus interfering up the start phase? Are you running any form of VPNs?
