I had a similar issue, and realized I was using the Beta version of steam. I disabled and the issue went away.

Alright, so disabling the gamebar and background apps didnt solve the problems.

I have tried using both the beta and stable version of steam, same problems really.

Old topic, but im currently in touch with steam to see if they can solve the problems. I have a feeling that its a problem with their software. Will post the solutions here if i get them.

If anyone has some solutions meanwhile, please let me know.

Under Steam you'll find "Settings (click)." Then go to "Downloads." Look for "Clear download cache." Now clear it.

I was having the same problem, but tried this method and it worked. Steam will restart and ask for credentials, but it worked nicely. Everything is speedy.

I have tried that already. Steam loads way too slow compared with all my other programs.

Steam support has been useless so far in the correspondence.

Sorry to hear that. Wish I could have helped.

    Well its not your fault.

Steam support was less than helpful. They said it wasnt a problem with steam, even though lots of people have reported similar issues.

Its not just memory but storage speed as well.

Steam itself is on a 960 pro m.2 drive and the games are on a 850 evo. It usually takes a couple of seconds to load.

Sorry if I state the obvious here -- I didn't read through this thread--, but have you tried to re-install Steam?
