OK if I read what you posted correctly you went to XBOX App >XBOX > and nothing is listed under "Connect to Your Xbox One"
So then you used the "+ Add a device" option and it didn't find it?
Then entered the IP and it still didn't find it? That IP address may change every time you reboot the XBOX by the way.

On your PC open File Explorer and go to "Network", should be second from the bottom just above Homegroup. Is the XBOX listed? My is shown under "Other Devices" and under "Media Devices".

I have to go out for a bit will be back in about an hour to continue this.

Some routers will reserve an IP for a device, and then give it to that device every time it connects. It's not a big deal if it always stays the same. I just wanted to point that it "could" change from time to time.

From the screen shot above I think its time to look at the XBOX settings. Go to Settings > Preferences > Game DVR & streaming > I'd make sure "Allow Play To streaming" is checked, along with "Allow game streaming to other devices". I also have "Allow broadcasts and game captures checked", not sure that's needed for the XBOX App though? Also check "Xbox app connections", I have mine set to "Allow connections from any device". Looking at it, the second option might be better security wise, Only from profiles signed in on this box" Lets get it working first though. I think that's it as far as the XBOX App goes?

Okay. I've read the article and I see this part
If this doesn’t work, your Xbox One probably is not on the same subnetwork as your Windows 10 PC. Ensure both are on the same network.

As for the console name. Was called Xbox One by default and I renamed it to something else and still no luck

What is your network layout? How do you get Internet etc? If its a non standard setup that may be why?
Did you check those settings I mentioned above, on the XBOX?
