Using the command that was listed is in some cases when you are receiving an error with DISM and also shows no source file found when running DISM.

Let's see how using system files checker and DISM turns out
(Admin) Command Prompt copy and paste this then press enter let it finish

    sfc /scannow

Same open command Prompt copy and paste this and press enter let it finish

    Dism /Online /Cleanup-Image /RestoreHealth

Let us know if any integrity violations form SFC or errors from DISM.

I do not know how this fixes you being unable to download and install .net framework 3.5, usually game through steam will do this for you from my experience with games and steam.

It's been on 20% on the second command for a while, should I wait it out, or try again later? nevermind, just reached 100.

So what was the outcome of both commands ? SFC no integrity violations and DISM restore operation completed successfully ?

well, the commands didn't show any errors, but it still can't get the files from windows update. Is there a step I'm missing here?

Good, but i am wondering then on reasons to use the command with the install.wim from the ISO to correct this if all is fine with DISM Command and System File Checker.
I never seen NET.Framework come from windows update unless it is updating an existing framework already on the PC. Basically Windows 10 will have in some cases NET.Framework 4.5. or 4.6 already.

You have tried this already and read the rest.

    a) Press “Windows Logo” + “R” keys on the keyboard.
    b) Type “appwiz.cpl” in the “Run” command box and press “ENTER”.
    c) In the “Programs and Features” window, click on the link “Turn Windows features on or off”.
    d) Check if the “.NET Framework 3.5 (includes .NET 2.0 and 3.0)” option is available in it.
    e) If yes, then enable it and then click on “OK”.
    f) Follow the on-screen instructions to complete the installation and restart the computer, if prompted.

This will install the .NET Framework 3.5 feature on the computer. There is also another way by which .NET Framework 3.5 gets installed on the computer. This is done by the apps on demand.

If an app requires the .NET Framework 3.5, but doesn't find that version enabled on your computer, it displays the prompt for installing the .NET Framework 3.5 on demand, either during installation, or when you run the app for the first time after its installation. In this prompt, you can choose the option “Install this feature” to enable the .NET Framework 3.5 on the computer.

Like most games will do that require this as they install from Steam.

I see method 3 was one you tried with no success, try it again or look at other methods, as said before may have done something wrong, but your DISM is not giving you errors when running restore health command i gave you.

alright, I realize that this is a bit late, but I forgot to mention that I already tried to install it through steam.
