@specialkone... What type of FPS are you getting without any opponents when raining? Mine are going down to like 40-60+. I did decide to get the Radeon Vega chip in the next month or so.
Sorry I know this was a question for specialkone but I figured seeing as I have the game I would give my feedback too. Of course it's down to the GPU and CPU but I tried the rain out and monitored my FPS for you. I have every graphics setting maxed out and I saw a low of 75FPS and a high of 85FPS in the rain with no other cars on the track. I have a 980TI. I only got it a few days ago and I am very impressed with how it's handling the game. My CPU is pretty poor. An Intel i5 6400. The GPU is certainly pulling it's weight!
You're not going to like this, seek, assuming it's accurate:

I don't know what is going on there. Maybe AMD will come out with more optimizations in their drivers.
Based on the above review, somehow that 980TI of yours will even at this time outperform an RX Vega 64 in Project Cars 2 at 1080P.
Excuse me, young fellers, but does Pong count here? Solitaire?
Ok, but it's advanced Pong.
