If you have friends that play on PC, then that's a good way to introduce yourself to GTA Online, as you can do friends only sessions. Public sessions can be a bit of a wild west show. Some people like to just blow up everyone they can, some folks just like to sit back and do jobs to make money. Some of the game modes are really fun, like Tiny Racers and Deadline (which is basically Tron). There's definitely a learning curve, but I see low level folks in public sessions all the time, so I don't think it's too late to jump in. Rockstar is still dropping new free DLC for GTA Online all the time as well. The next big one, Gunrunning, drops this week.
One word of warning though. You will run into modders now and then, and they can be real jerks. Some will randomly blow you (and everyone else in the session) up just for fun, or drop millions of dollars of GTA $ on your head. Normally, when I run into modders, I just jump into a new session until I find a session without one, or I use Resource Monitor to make sure I get into public session by myself.
