Wireless Xbox 360 controller latency issue

When i used my wireless xbox 360 controller on windows 7 x64 pro it worked perfectly, not a single issue. Also I am using an official microsoft bluetooth wireless adapter just for the record.

With windows 10 x64 pro the controller works fine, i turn it on and it connects to windows instantly no drivers required or anything like that.

Ok so which brings me to the issue, in-game the controller is perfectly responsive with no latency at all.. But for some reason in menu's its very sluggish? In the witcher 3 when i switch to inventory menu and i move my analog stick to select different things its a bit latent and sometimes if i hold left and let go it still moves for a half second or so before stopping.

So i just thought maybe it was a witcher 3 issue, than i just loaded up alien isolation and i have the EXACT same issue. The main menu selection (switching between new game, continue, options etc) it is SO SLOW. Like almost a half second delay on each movement.. But then when i get into the actual game the controller works snappy and fine again.

Any ideas? I already rebooted my pc, switched usb ports (switched from usb 2 ports to usb 3 ports, then switched to ASMEDIA usb 3.0 ports and the issue persists)

    I have a fresh windows 10 install

Switching USB ports doesn´t work - if you studied electronics you would understand.
