I got a similar error with Grand Theft Auto IV. Like Dead Rising 2, it also uses Games for Windows Live, and patches were issued in the form of Title Updates. Since the TU is failing, see if you can find a copy of the patch that has already been manually extracted (check other game forums), then just paste the files into the game folder That's what solved the problem for me, despite multiple reinstalls of the game (which I'll assume you've probably already tried).
