Valorant won't open, despite working before

Played a lot of Valorant on PC a yearish ago, and haven't played since. I recently got a new M.2 and uninstalled and reinstalled it on my new drive but it gave me this error and wouldn't run the game - "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item."

    Things I have tried:
    - uninstalled it and reinstalled it on both of my other drives and it gives me the same error
    - given access through the firewall, have no other antivirus
    - tried running it as admin and not admin
    - ensured the pathing is correct for the game
    - made sure that I have permissions to run the game
    - tried the windows compatibility troubleshooter
    - tried every solution I've seen online for people that have seen this previously, and nothing has worked.

Things that have changed since then:
    - 6 mons ago - new processor (ryzen 7 7800x 3D), mobo (gigabyte B650 gaming x ax rev 1.4), ram (ripjaws DDR5), cooler (DeepCool AK620), I've had no issues with any of these so far
    - 2 wks ago - new M.2 (crucial T500 1TB)
    - have the software for both cooler and crucial T500 installed, and also have citrix workspace installed, but I've made sure both of those are closed in task manager before trying to launch

I saw on a Windows support page for the issue a response suggested coming here instead of other places for help, so here I am hahaha. I don't know if its vangaurd freaking out or what, but I don't know what else to try.

Windows version 22H2 (OS build 19045.4412)

Hi, thank you for the welcome and the reply! Permissions for Valorant, and Riot client are both set to full control but I still get the error.
