wub_x64.exe blocks windows upgrades. For the rest, no, the devs there need to fix their stuff. DX11 is a leap backwards.

Almost all cards support or should have all Direct X 11 features. Direct X 12 is the one you have to worry about.
Just check your dxdiag and the feature set it has. They look like 11_1 11_2 12_1 12_2 etc etc. Having the "latest"
is not the "greatest". Sometimes games like "Starfield" just wants you to have that feature set, just to force you to
    upgrade.

Visual C libraries is a must, you should try to install all the all in one libraries, if you have not before. They will warn you if
the VC++ is already installed. I know this can be annoying at times, because sometimes you have to enable these features
within "Windows Features" while most of those was already pre-installed with Windows 10 in comparison to Windows 7.

Use the all in one and it will warn you the feature is already installed, and then move on to the next one.
Also you might want to check your apps and features / programs and features if the VC++ is installed.
I know this is headache but that is how it goes.

You should not have to install wub_x64.exe to block updates. Use something like

    "Shut up Windows 10" ( OOSU10 )

    or

    "Winero Tweaker"

to turn automatic updates off. Beyond going into the registry. Make sure you take the time to actually read up on what your turn on or off.

When I want any update I just manually do it but I have to turn back on the service to make it work.

You can also update via the command-line while automatic updating is off. You do not need to use any
automatic one button method or third party app. You should be able to see all the updates for your installation
and download the packages and execute when you are ready ( based on order of execution ).

However such instances as with GPU drivers from various companies that do not provide a simple way to download
drivers ( crap like HP ) you will have to update via device manager "Right click -> search for updates " or even use
the official software to update. Another issues is when you update and the driver does not allow you to "roll-back
previous drivers" outside of uninstalling or installing the original 101 version that ignores any block.

I Know I hate dealing with GPU drivers. Also do not be afraid to install older GPU drivers as you can always go back to the later variant of it.

Also based on what your Operating System is. "Disabling integrity checks" allows for using unsupported drivers or even DIY drivers made by individual programmers. I am on Windows 2004 ( 20H1 ) and official drivers ( that works ) will not function unless I do so.

Also if your looking at drivers and GPU units to purchase I would advise on just downloading the drivers first hand, the earlier and latest drivers. Some companies like Nvidia have been blocking features. Like using your GPU outside your labtop via express port / NVME port. In fact in later Windows 10 release these features have been limited or even blocked all together. The flat fact my GPU can support direct X 12 but it does not support all features through the Express port. Forcing me to invest in another GPU unit with later drivers that will accomplish this goal. ( forcing me to be a hydroponics technician ).

You can not learn this stuff from these producers and makers of cards because all they want from the consumer is just to invest into whatever they are selling... I am learning this stuff from people who looking for other means then what is being marketed.

You should not have to use any Windows Update features to fix your GPU problems outside of drivers.
