Vulkan wont work unless run as admin all of a sudden

Hi. All of a sudden vulkan gives me out of memory error and wont work with any game unless i start the game as admin on my non-admin user, i never have to do this with specific game or anygame that uses vulkan does not matter (as long as its vulkan it wont work because its some kind of rights issue it seems but how come it does this from nowhere when it worked before?) with my non-admin user, and the vulkan test exe file also give me error,

but no error if i run it as admin. i DDU cleaned the drivers makes no difference. It worked with this driver and if i do a system restore (not windows system restore that one is disabled, i use another backup software) then it works again but then after a while stops working from nowhere. I have 7900xt card and as i said that does not matter because i already know it works before it gets broken. Uninstalling and reinstalling vulkan wont change anything. Check the images
