Try this if the folder exists:

Go to the folder “C:\Program Files (x86)”
Go to the view tab and select the tick box “Hidden Items“

Rename the folder “InstallShield Installation Information” to “InstallShield Installation Information.old“

    Reboot.

If that doesn't fix it rename the folder back to the original folder name.

I bet it's the CD protections. Read this.

Let me know what A-Ray scanner says about the disk and its security? Download Link

Steam does have Monopoly as well. I don't think I paid more than $20 for it.

    VirusTotal

You simply drop that Monopoly.exe file in the install directory. That is if this is a Safedisc or SecuROM issue...

    Paul,

I suggest you treat the SFC problem as your top priority.

If you are entering the command correctly in an elevated Command window then it is indeed a serious problem.
Do other exe files run? I assume the answer must be Yes or you'd have said so. I also assume that you have rebooted and the problem remains.

I think you need to run a Repair install to rewrite the files that SFC would have checked for you.
SFC ought to work afterwards and should be run as a test.
Get the latest ISO fileand use it to run the Repair install [which is a Repair operation not an installation so your applications & your own files should be safe but I always make a new system image before running it].

    Best of luck,
    Denis
