Its hard to define in your context because artifacting like this can happen for several reasons. Basically the same thing here but in the extreme case where he actually has to fix the vram.

Outside of the card being broken which it won't be because its only happening for you on one game then the areas are

    vram cap:
So 10.5GB out of 24gb < Not the problem

    Vram speed
2.4 ghz out of 2.5ghz base < Also not the problem

    Temperature also not the issue.

You base clock is pretty high i am not sure what these like to run at but i know +1ghz on core clock is a lot try setting the cards core clock to 1855 MHz which is rated spec and see if it has the same issue. This shouldn't change anything because its a Vram issue but worth trying just to see what happens.

Driver combination as mentioned by Ghot.

It plays GTAV, Dead Rising 3, and Dead Island just fine which are also pretty old if not older, I think. I know it's silly playing FH3 since there's 4 and 5 but I hate 4 because of the seasonal changes and the location. 5 I was playing the crap out of until I started getting XboxLive errors every time it updated which wouldn't even let the game load up unless I uninstalled then reinstalled. Every single time it updated.

Y'know I don't think I have the best luck with Forza Horizon games....
That's like in the original Forza Series 2 and 3 are my favorite, granted i have not played later versions but i saw enough to know i only like those two, Forza 1 was good for its time but it has not ages that well now.

I tried using the first driver released for the 7900xtx as well as the newest one released yesterday after completely removing then reinstalling the game as well as running DDU.
    No changes.
It played just fine on my 6900xt.
I guess I give up and maybe one day the problem will go away.

Try using the driver version you used on the 6900xt.

    Yeah.
Sometimes... a lot of the times, it's better NOT to always have the latest video card driver.
In general, I only update video card drivers if I "have" to.

Or as grandpa used to say: "Dance with the girl that brung ya".
