Does 4K HD pc game work on non 4K monitor and graphics card ?

Providing the cpu and video can cope ok it should work with no problem a specific game name would help as some embers may run it

In a nutshell yes, you just may not get all the glorious HD colors.

Anyway, you can always check the system requirements of the game.

It will, but it will only go as high as the native resolution of your Monitor screen.
Games always provide for a range of common Monitor resolution settings.

My pc meet the game's requirement.

I was about to ask where you got 4K HD for the game, but I see it's been remastered. In that case you'd need to check that game's system requirements to be sure; but yeah you should be able to play it in non 4K HD. Again, it just won't look as glorious as intended color wise.
