What's the recommended minimum processor state?

Correct. I is NOT recommended to set the minimum to 100%.

So just to summarize:

Setting the minimum state does not slow the processor down when the performance is needed. It merely allows the CPU to throttle back when it is idle and there is no demand placed upon it. If you do something that places a demand on the CPU (such as gaming), the CPU can throttle right up to 100% (since that is the value specified for for maximum).

I'm sure that there might be some sort of odd corner case for wanting to change the minimum setting to a higher value, but I have so far NEVER encountered a reason to do this.

No, as I said, a Desktop processor will not go there. It will range from Base frequency to Max Turbo on demand like in a game.

The minimum state setting does not matter with a Desktop processor.

there is something important which you missed

you should leave minimum processor state as it is and leave it at 100%. you can adjust maximum processor state on plugged in and set it to 99% if you are getting high cpu temps in games. 99% will disable the cpu turbo boost and force the game to run on 2.8ghz and that will lower the cpu temps by a lot. the high cpu temps will happen when the cpu turbo boost is used and the game runs on 4.3ghz. when you finish playing the game which is causing high cpu temps then change the 99% to 100%

Yikes! That's the last thing I would would to do. I want my CPU boosting within allowable specs. If the CPU is overheating under these normal conditions, it simply means that your system has a poor designed or inadequate cooling solution.

Besides, the whole point of this thread was what to set the MINIMUM processor state to.

wrong. some games are very cpu intensive so they generate high cpu temps and the problem is not with the computer. if you want to drop the cpu temps in those games then you have to disable the turbo boost
