Okay so i have a big update after a lot of digging around i believe the issue to be .net related.

Event viewer is showing me Errors whilst trying to load the settings application and describes the as follows.

Application: Settings.exe Framework Version: v4.0.30319 Description: The process was terminated due to an unhandled exception. Exception Info: System.IO.FileNotFoundException at Settings.SettingsForm..ctor() at Settings.Program.Main()

All google results point to needing to reinstall .net that is already installed on my windows.

I have done this is have gone to windows features disabled both 3.5 and 4.8 restarted pc then reinstalled and still keep getting same error message in event viewer.

Ive even tried to install the 4.0 standalone installer and it wont let me as i recognises i have a newer version installed....

Completly stumped but at least i think i have general idea of what is causing the issue.

    any other ideas ?

Yeah i had already tried that also, it made no difference i used it right after the reinstalling attempt failed to make any difference.

I believei need to get that specific. Version: v4.0.30319 onto my computer somehow and have the settings file see it but as mentioned having a newer version installed is stopping me from being allowed to install it.

Infact i even tried uninstalling the newer version to allow me to install it and it still told me no... must be default when it sees im windows 10 and knows id have the new version.. so frustrated lol!

I had been away trying things whilst you had updated the previous post.

So i did all 4 ways and had no joy....I even tried making a new profile and it seems the issue is deep seeded into the version of windows i have so no amount of new profiles is going to resolve it... basically the problem carried over to a new profile.

Now i know it wasnt an issue on my other OS boot so im guessing whatever went wrong on this OS didnt happen on that one.
My next idea was to install the game on the other OS, figure out what file settings.exe saves to ( like when i edit the settings i want in settings.exe it must save to a specific file ? if i can find this i can simply copy and paste it over the file on this OS without ever needing to fix the settings issue.

EDIT : seen part to check out Salih comment. Where is windows properties to enable and disable .net i've no idea where that section is on windows and i've been in most over the years... any ideas ?

Im now completely stumped ive even gone as far as doing a re-install keeping only personal files and i continue to still have the same problem... before doing anything else i installed the game just to see if settings would open and same issue is happening.

This is just nuts because the Windows 10 install on my other hdd which i use for work related things can install and open wiht no issues and its up to date with every update... so both OS are at the exact same place.

And final update now done a full clean install... wiped drive etc.... and before doing anything else installed the game it wouldnt let me open the settings file...

So this is a Windows issue must be the latest version as my other os with an older version of windows has no issues with the settings opening raging!"!

Thanks for the update. I wonder if the Windows version issue with the game is reported by others gamers?

I have seen one other post with a similar issue on reddit the thing is the game is relatively new and for a lot of people they may not have a completly up to date windows so no issues.

The thing im finding strangest is the fact i have two seperate windows 10 installations and one of them has this problem and the other doesnt.

The other Windows OS has been installed for years but has been regularly updated, but im thinking that despite both Windows being up to date and having the same version with updates that the older install possibly has more files/leftovers from all the updates over the years and something is still on the system to allow the settings file to open... maybe all the previous .Net or oracles etc...

Where as these clean installs go straight from version xxxxx straight to the most current with one update... missing out the previous updates and possibly the file i require... i dont know im clasping.

What are two Windows versions from cmd or winver command? I thought they were exactly the same before you mentioned a difference. Not sure if that's the cause, but would be good to know.

No I meant that one of them was installed in 2018 and has since been regularly updated and is now running at the most recent version with most recent updates.

Where as this recent install would have skipped about 40 different updates over the years and jumped straight to the most recent version with most recent updates in one update.

The only other thing I can think of being the issue is one... os is on SSD M.2 and one is on HDD I cant imagine why but I'm grasping at straws.

And if you think this problem is a doozy wait till you see the one I'm going to be posting in graphics section in 10 minutes lol... another ongoing issue that ive had since upgrading gfx card.

I'd say any difference is worth mentioning at this point
