Half of my games are suddenly running at exactly 1fps

Hi guys, hope this is the right board for this question, as it appears it could be PC-software-related as opposed to any specific game or hardware.

In the last couple of days I've had a bizarre issue where many, but not all, of my steam games have started running at 1fps, where they normally would run at 60fps fine.

I've had a really hard time trying to troubleshoot this. I've tried sfc/ scannow, I've tried reinstalling NVIDIA drivers with DDU, I've tried rolling back to older graphics drivers, I've reset all my hardware to factory clocks, I've done all windows updates, I've reinstalled the games, moved them to a different drive, updated my BIOS, disabled steam overlay, and wiped steam download cache.

Games such as Fall guys, Assetto Corsa, Rocket League and Killing Floor have this problem. CS:GO and Warzone do not.

Assetto corsa, as a racing game, has a lap time stopwatch that counts up in-game. Weirdly, this stopwatch showed that ever frame that I was getting was EXACTLY 1 second apart. I.e, the stopwatch would show 30.554, 31.554, 32.554, and so on.

    I'm running on W10 Pro v2004, with a gtx 1660s and an i5 4690k.

Do you guys have any ideas for troubleshooting this issue? I'm really at a loss for ideas.

Install MSI Afterburner, check out the monitoring and logging tools, see if you can spot anything likely to cause the issue. Other than that, do videos play normally, YouTube, Netflix, DVDs etc? What settings are you using in Nvidia control panel, specifically V-Sync or frame limiting settings.

I use MSI afterburner, and the GPU usage definitely seems lower than normal when in-game. It was between 5-20% in Assetto Corsa, and though I don't know what it normally shows for that exact game, I imagine it would normally be above 50% at least.

Video playback in MPC-HC, chrome (youtube & twitch) is absolutely fine. I don't use vsync, and though I usua

... Your comment on the frame limiter made me find the issue. It was with RTSS, the software that comes with MSI afterburner. For god knows what reason, it had a frame limiter set at 1fps.

I don't know whether I misclicked it at some point, or if that was a really badly chosen default value. I think I changed the 'application detection level' at some point, activating the default settings, intending to use it as a frame limiter for Warzone, but it didn't detect this game, so I didn't finish tweaking with it.

I then forgot I'd adjusted it, and didn't realise it was interfering with other games, which it did detect.

Thanks for helping, everything seems to run fine now. :) I'm glad I got it fixed, because I was ready to buy a new SSD and go through the painful process of reinstalling windows and everything else all over again.

Glad it's sorted, and yeah that is not a default Afterburner setting.
