cable is totally fine, no tears outside. Can't say about inside the controller or its motherboard got some issues.
I have had the cable break on my Logitek wired pad just like yours & I just replaced the cable but it is a bit tricky inside the pad as the cable goes under the center button & new cables are thicker.

Normally the break is around the input to the joypad where it takes the strain you could just chop the cable then re-solder inside the pad but could be more than 1 break & you need experience to re-solder stuff like this, if you got a new usb cable chances are the cable is different colours or the same colour but wired to different USB pins but there is only 4 cables & a screen sometimes

Why don't you try test on your friend PC if your game pad are working or now then you will know after?

A potential solution for those looking for it then stumbled upon this thread like I did.

It could possibly be the switch from XInput to DirectInput, on the back of the controller. Mine was left in the middle and I wasn't aware of it until I remembered how the controller supports both types of input and checked to where it was switch to. Sure enough flicking it to DirectInput and the back to XInput it fixed my issue.

Could be janky plastic but also my fault but yeah possible fix for it.
