Built-in Windows 10 Broadcast Settings Will Not Save, Broadcast Broken

Built-in Windows 10 Broadcast Settings Will Not Save and Unable to Stream Using Windows Game Bar

First Issue is that I am unable to change two settings under Settings>Gaming>Broadcast. I cannot set Audio Quality or uncheck the box for "Broadcast Game Audio Only". All other settings appear to save without issue. Picture of Settings: Windows 10 Broadcast Settings - Album on Imgur

Second issue and it may or may not be related is that I cannot stream to mixer using Xbox Game Bar. Win+G>Broadcast. I get the application error "Broadcasting isn't working. Something went wrong. Try broadcasting again later." Also of note is that previously mixer would briefly pop up and try to begin broadcasting before giving me the same error. After trying some of the fixes below that is no longer the case instead attempting to broadcast fails instantly to the error.

    So far I have tried:
-Making Sure Background Apps in Windows Security Settings Settings>Privacy>Background Apps [Enabled]

    -Enable Broadcasting on Windows Account
    https://account.xbox.com/en-us/Settings>Privacy & Online Safety > Xbox One/Windows 10 Online Safety> Broadcast Gameplay [Allow]

-Uninstalling and Reinstalling Xbox Game Bar
    In Windows Powershell as Administrator:
    Get-appxpackage -allusers *Microsoft.XboxGamingOverlay* | Remove-AppxPackage
Reinstall “Xbox Game Bar” from Microsoft Store

-Ensuring App Capture is enabled in the Registry
    Computer\HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\GameDVR
    “AppCaptureEnabled”=DWORD:1
    Computer\HKEY_CURRENT_USER\System\GameConfigStore
    “GameDVR_Enabled”=DWORD:1

-Unlinking and Relinking Microsoft Account to Mixer
Mixer.com>Account> Unlink Microsoft Account>Link Microsoft Account

-Resetting Windows 10 and Keeping My Files

Troubleshoot Xbox Game Bar on Windows 10 | Windows 10 Games
Turn On or Off Xbox Game Bar in Windows 10

Also keep in mind that if Microsoft is having issues as they did like this Xbox Live DOWN: Server Status latest, Xbox One outage and sign in errors - Daily Star, services like Gamebar and the such would also be down.

I'm having the same issue. Are you running an insider build?

I think the issue is that bcastdvr.exe is missing from the system32 folder. I am not sure how to get it back though. If anyone have any ideas let me know.

No not running an insider build.

I am actually now thinking the issue may be that the bcastdvr files are not registered for my windows profile. I will try registering those files later today and report back if that solves the issue.

Turned out that wasn't the problem. Still cannot figure out what is causing the issue. The feature works fine on my laptop but not my desktop.
