Hm, this is an odd one. It seems to be an issue with how the game tries to gather info for its settings. It looks like an issue with how those files are checked upon launch. If you're running outdated drivers then this message can pop up sometimes. So try updating your graphics driver first. If you can open the event viewer, when this error occurs you should also find a more detailed description as to what module failed.
