Trouble installing old game to new PC

I know it can be tricky to install a very old game to a new PC, sometimes it works and sometimes it doesn't, but I'm hoping to install a game that I used to play when I was young and I know my niece will enjoy playing it too, its a game called Hidden Pictures Workshop, I think it was released around 1995 as the system requirements don't even mention Windows 98, so you can imagine that it doesn't require any effort to run on a modern PC.
When I try to install it I get this message:
THE PROGRAM OR FEATURE "\??\H:\SETUP.EXE" CANNOT START OR RUN DUE TO INCOMPATIBILITY WITH 64-BIT VERSIONS OF WINDOWS. PLEASE CONTACT THE SOFTWARE VENDOR TO ASK IF A 64-BIT WINDOWS COMPATIBLE VERSION IS AVAILABLE.
I have had it running before on Windows 7, but when I tried it yesterday on a Windows 7 laptop I got the same message. Is there any way I can get it to install and run on Windows 10?

I do still have a disc for Windows XP, but am not sure how to install that in a VM.

I'm not sure whether this will be helpful, but...

Win10 X64 cannot run 16 bit software. Some 32 bit software uses a 16 bit installer. I'd guess that the game is in the latter category.

The advice you have been given is good. Maybe you could run the game under a 32 bit version of Windows 10 in a VM, but XP might be better. (How about Win 95?) I hope that it's worth the trouble.

The system requirements say (from a CD for sale on Amazon) "SYSTEM REQUIREMENTS Windows 3.1, Windows 95..." so it's going to be a 16-bit app (because so is Windows 3.1). That cannot run on 64-bit Windows, but 16-bit apps will run on 32-bit Windows. A cheap low spec second hand machine running 32-bit Windows 10 may be one solution.

There's another potential problem. The game may require the CD to be present for DRM purposes, and that is a problem in Windows 10...

As far as I remember it does need the disc to run, but I'll have a look into the above options, thanks to everyone who has offered me advice.

I've just seen this and hadn't realised the thread was still open, what I did was got hold of an old laptop running XP, was sold as seen and luckily works, and only cost £20, so was a cheap solution, and am now able to run this old game and a few others too.
