That message indicates that either the application itself or its installer is 16-bit. 64-bit versions of Windows 10 do not contain a 16-bit subsystem so the chance of getting it to work nativly is zero percent.
However, 32-bit versions of Windows 10 have a 16-bit subsystem that can be enabled. Otherwise, to run on a 64-bit version of Windows you need to setup a VM and run it within the VM.
I researched this a little bit further. Bad Toys 3D is known to run on DOSBox and on Windows 7 32-Bit.

Is there a way to install a 16-bit subsystem?
I could try VirtualBox, however I find it is limited and sluggish, and there doesn't seem to be a way to move files from the host OS to the virtual OS.
Is there something better than VirtualBox?
I think my computer is too new to install Windows XP on a seperate drive, and I could never get the USB recognised in VirtualBox, even with the extension.
Vista and newer took out DOS support, so I'm unable to play Taco Bell: Tasty Temple Challenge.
Maybe DOSbox has imporved sinse I last used it.

The 16-bit subsystem can only be installed on the 32-bit version of Windows 10, not on 64-bit.
