Cannot full screen games with Windows 10

For a while now games are suddenly triggering a pop up when I put them in fullscreen that says something along the lines of "Not the best resolution recommended, should be played at 1920x1080."
Then it proceeds to shrink the game or just keeps popping me in and out of full screen with that pop up.

I've done a number of things to try to fix this. My display settings ARE 1920x1080 - I have never changed this. (I have never changed any display settings in my computer, so I have no clue why this suddenly began happening)
Everything is at its recommended percentage and size.


I'm happy to provide images if needed for settings or anything. I am not very tech savvy so if you need specifics tell me how to find them please.

I'm not sure why it wouldn't be a windows issue, because it directs me into changing my resolution. This never has happened until semi-recently so I feel like it has to do with an update.

Screen is 15.6"

Programmers of games and software use large displays that are capable of true HD resolutions. Your monitor cannot report to Windows that it is truly HD capable, the GPU drivers cannot tell the game what the resolutions of the monitor can be, so they program in the message about best resolution.

I think I found a solution through Microsoft's main forum actually. Has to do with Intel's display driver bugging out. Needed to be completely reinstalled and it seems to have fixed the error that apparently happens sometimes, and is a known bug. Had to do some reading about igfxEM module. It seems like it is working and no longer triggering the pop up.

I knew it wasn't linked to any specific game because this would occur with ANY game, even games that worked normally in the past. So, I knew the source was something like a driver or Windows update. Hopefully things stay normal now.
