So basically, this EXE is giving the benefits of running windows media player in the background, without windows media player (which is CPU heavy) slowing your game down some.The CMD is essentially allowing your CPU to respond to how much use you can get out of it. It's something Microsoft hid in their software to make them superior to their rivals, i.e. Itunes. The CMD cannot allow your frequency to go over the maximum limit. It simply allows your cpu to max out. This is why many who attempt to use this with lower end CPUs will not notice the difference.

I don't think those tweaks worked when they were written.

I am very skeptical of tweaks like this. Most authors of such haven't done proper testing and probably don't understand what proper testing even means. It is far more complex than it may seem. Testing is usually purely subjective which is very subject to the placebo principle. The computer seems faster because you believe it to be so.

Game developers tend to strive for the absolute maximum performance, even to the point of doing some very questionable things. And they often have use some very ingenious methods. If these tweaks actually worked why did the games not do it themselves?

For the first link:
It seems the author read the Wikipedia article mentioned but didn't really understand it. The "Multimedia Class Scheduler Service" was never about providing more CPU time to an application. Smooth multimedia playback requires that CPU time be available immediately to the multimedia application when it is needed. Rarely is much CPU time needed, it is just needed, "right now". That is what the service was designed to provide. This could be useful to games but this is something the application itself would need to do by using the facilities provided. Running media player or something like it will not work.

For the second link:
The description of what the program does is rather vague and somewhat confused. It is difficult to tell what it does. There is reference to increasing the CPU Timer Frequency but this has nothing to do with changing the CPU clock rate. Increasing the frequency of the timer has it's uses but generally for improving timing accuracy, not improving performance. And if it was useful to an application why did it not do this itself?

I have no interest in trying this myself
