FPS drops in every single game.

Once the bigger update came in May ( can't remember date ), i have experienced fps drops in every single game and i have spent so many hours trying to fix them. Ill list things i have tried below.
For example in CS:GO i have usually around 250 FPS then it drops to 10-40 FPS. These happen 1-3 times in a minute. In Quake Champions from 110 fps to 10-40 fps aswell and as often as in CS:GO. This is making games literally unplayable.

    OS: Windows 10
    Version: 1083 17134.137

    SPECS
    Motherboard: ASRock 990FX Extreme 3
    CPU: AMD FX-8350
GPU: NVIDIA GeForce GTX 1060 6GB
    RAM: 8GB
    PSU: Corsair CX500 v2 80

    Things i have tried

    -Updating NVIDIA drivers
-Changing settings in NVIDIA control panel ( Vsync, battery usage, PhysX)
    -Reinstalling games
-Disabling DVR from settings and from regedit ( both in current_user and local_machine )
-I loaned more ram from my brother's, totaling 16GB RAM and still no improvement
    -Chaning ingame settings
    -Cleaning caches
-Updating any other driver i found in my Computer
    -Killing useless tasks from background
    -Closing everything when i play
    -Cleaning Computer physically

This has happened for over a month now, and im tired of trying to search for an answer. I would really appriceate any help.

    Edit: Added PSU.

RAM should never be mismatched, even if it's from the same brand, as it can cause issues; anything from performance degradations to BSOD and system crashes. If you want to add more RAM you need to buy them in pairs or find the exact id and model.

Try to completely clean out the drivers using DDU Official Display Driver Uninstaller DDU Download

This is a good way to screw up the computer. Drivers should not be updated willy-nilly without knowing what they actually update. Best way is to use the drivers from your mb manufacturer and take it from there.

Not many updates tho, but it can't be the problem also.
